In a small town, a new city hall was to be planned in the context of two-storey houses. We split the building volume into two houses, which refer to the surrounding buildings in terms of footprint and ridge height, roof shape and position, while the detailing unmistakably shows modern architecture. The buildings are slightly shifted to each other and staggered in depth, forming a small square on street level and dovetailing with the garden landscape in the rear. Public facilities such as the service desks, the wedding room and the restaurant are located close to the entrance. A glazed connecting space between the buildings with the central staircase leads to two upper floors and one lower floor. The compact size, the consistent thermal insulation and a heating system with wood pellets result in a very low energy consumption (60% below the current German regulation EnEV).
